1990-2000: 4.9%
2000-2010: 3.6%
2010-2013: 2.1%

The one-two punch of slower Hispanic growth and an outright decline in the non-Hispanic population of nonmetropolitan areas (-0.2% between 2010 and 2013) led to the overall loss.
