Nearly 1/3 of Least Educated in Labor Force Are "Underutilized"

Seventeen percent of the labor force is "underutilized," according to an analysis by the National Center for Education Statistics of data from the Adult Training and Education Survey, part of the 2016 National Household Education Surveys Program. The survey defines the underutilized as the unemployed, those who have a part-time job but would prefer full-time employment, and those who have a temporary job but would prefer a permanent position.
